January 15, 2009

 

  • 1. The Regular Meeting was called to order by Chairman Ben Purtymun at 11:04 AM at the Water District Office. Board Members present were John McKnight, Karen Foncannon, Paul Studer, and Mary Hume. Staff members present were Don Wilson and Cheryl Kight.
  • 2. Board Members Oath of Office
  • Mr. Purtymun asked Ms. Kight to administer the Oath of Office for Ms. Hume and Mr. McKnight. Ms. Kight asked Ms. Hume and Mr. McKnight to raise their right hand and repeat after her the Oath of Office, and they were sworn in.
  • 3.   Election of Officers
  • Mr. McKnight made a motion to elect Ms Hume as Secretary, Ms. Foncannon as Member at Large, Mr. Studer as Treasurer and Mr. Purtymun as Chairman. Ms. Hume seconded the motion and it carried. Ms. Foncannon nominated Mr. McKnight for Vice Chairman. Paul Studer seconded the nomination and it carried.
  • 4. Call to the Public
  • No public was present.
  • 5. Reading of Minutes for December 19, 2008 Work Session and Regular Board Meetings.
  • Ms. Foncannon made a motion to accept the Minutes of the December 19, 2008 Work Session and Regular Board Meeting as printed and make them available to the public. Mr. McKnight seconded the motion and it carried.
  • 3.   Treasurer’s Report for December 2008
  • Mr. Purtymun called for the Treasurer’s Report. Mr. Studer reported the total Assets at $2,514,221.22, total Liabilities at $80,505.08, and total Equity at $2,433,716.14. Mr. Studer reported year to date Revenues $344,000.66, areas that we are down loses in the Edward Jones account. Mr. Studer reported that we are at 74.2% of budget for Revenue. Mr. Studer said the Personnel costs are at 83.1%, but were over in Worker Compensation. Ms. Kight told Mr. Studer that we were over due to the amount of employee’s that working during the summer. Mr. Studer reported the Operating expenses are 91.9% with a credit in Other Professional Services. Mr. Studer continued with Travel expenses at 63.9%, Capital Outlay is 70.2%. Mr. McKnight made a motion to accept the Treasurers Report. Ms. Foncannon seconded the motion and it carried. Ms. Foncannon asked, if Coconino County had paid anything towards the damage they had done on Joe Springs Loop. Mr. Wilson replied no, but we have not invoiced them yet.
  • 4. On-Site Manager’s Report
  • Mr. Wilson stated that we covered most of my report in the work session. Mr. Wilson thanked the staff for covering everything while he was on vacation, that they had done a good job. Mr. Purtymun commented on Mr. Cooper who had done a great job during Mr. Wilson’s vacation, he the Fire District, customers, and the Research & Rescue team that was here. Ms. Hume said that he did all that on his own time. Mr. Purtymun said that Mr. Cooper went above and beyond.
  • Mr. Wilson continued that the commercial meters, which were discussed in the long-range plan, are $2,000.00 each, and will make sure they are the proper application. Mr. Purtymun said that we need to go back and check the usage for the commercial customers to see if it warrants the expense of new meters. Mr. Studer said that would have to be a lot of water through them just to pay them off. Mr. Purtymun replied that in the winter to go out and dig all the snow to get into the pits to read would be a mess and you don’t know how much damage you could do. Mr. Studer said that you could go to the commercial customers and asked them if they would want to pay part of the cost or have estimated bills during the winter. Mr. Wilson said that he didn’t expect the meter to be that expensive, and would have to investigate more. Ms. Hume asked what we are doing with Bugles? Mr. Wilson said that it was estimated this month, but we have installed the new residential meters at the Antique store and Campers. Mr. Wilson said when the snow melts they will put a new residential meter at the old hardware store.
  • Mr. Wilson said that he had talked with the Fire Chief about the fire hydrants. Mr. Studer asked if was about the ones that were sticking or the press? Mr. Wilson said it was the ones that are hard to operate. Mr. Studer said that there are the ones that have low pressure. Mr. Wilson said they talked about the flow and placement of the hydrants for Trout Springs Road. Mr. Studer said the question was do we have to do something to improve the flow on those hydrants. Ms. Hume suggested that Mr. Wilson get with the Chief again and find out if there is a law that requires a certain pressure for the Hydrants.
  • Mr. Wilson report that we had ADEQ inspection summary and it’s all messed up. Mr. Wilson said that we had E-mailed him all the correction, he had listed an extra tank, population 868 and services 1500. Mr. Purtymun asked if we were in compliance. Mr. Wilson said yes.
  • Mr. Wilson said that we have gone from the lows of 30,000 gallons pumped to 90,000 gallons. Mr. Wilson said that we did find a leak on the south side of 182,000 gallons sine December 29, 2008. Mr. Wilson said that they will be billed for that. Mr. Wilson said that they had called out Mr. Morehead who is the caretaker for the property and shut off the customer valve. Mr. Purtymun suggested we find out how many customers have shut off valves. Mr. Purtymun continued this is justification for the meters all the leaks that have been detected. Mr. Wilson said that what we are seeing on the consumption list the ones that are the highest are the ones on the leak list, and they were notified back in October and choose to do nothing about it. Mr. Wilson said that once they start getting the bills, they will call and want us to turn-off the water at the road, which this time of year is a challenge, and we don’t know where the other utilities are. Mr. Studer felt that the district should not have to turn off the water without some sort of fee. Mr. Wilson replied that the leaks are 2,000 gallons to 4,000 gallons, which wouldn’t even pay for the fuel to take the backhoe out. Ms. Hume suggested that we take this up in a work session. Mr. Wilson said that we can’t tell if the customers have left water running to keep the pipes from freezing. Mr. Wilson also explained that if we turn off the water that stops the flow but it does not drain the house, and if it freezes and the pipes burst who is liable.
  • Mr. Purtymun reported that a former board member is in the hospital, Mr. Lambertson and may need a heart transplant.

  • Mr. Wilson reminded the Board that the RWAA Conference is February 2nd through the 5th .

  • Mr. Purtymun asked for a motion to adjourn. The motion was made by Mr. McKnight, seconded by Ms. Hume and unanimously carried. The meeting was adjourned and 11.38 AM.
